The City is hiring for a Project Engineer to serve in the Public Works Department. This is a technical and professional position which provides exceptional internal and external stakeholder service in managing the design and construction administration of streets. Responsible for contractor performance and personnel, schedule, budget, quality, and utility coordination for streets projects. Helps plan Capital Improvements Program projects that include street, bridge, and other construction projects. Develops work scopes, schedules, budgets, and quality requirements while managing utility coordination, professional engineers, engineering technicians, and other related professionals. This position will lead or make presentations at City Council meetings, neighborhood meetings, and project meetings. Interaction is direct with the public, contractors, vendors, other departments of the City and other public agencies. The Project Engineer position includes both a staff and senior level which provides room for advancement. The hiring range for this exempt position will be $66,000 - $84,000 per year (DOQ).
Project Development. Responsible for scope development, cost estimating, scheduling, planning, risk assessment, and contracting of Capital Improvement Program projects involving streets, bridges and other projects. Provides preliminary cost estimates for design and construction activities. Assesses the project risk and proposes mitigation strategies through engineering actions or budget contingency. Contracts with outside engineering consultants to provide project development deliverables as required.
Project Management. Provides excellent service to internal and external stakeholders supported by superior communication. Responsible for monitoring project cost, payment of contractors, and project budget. Responsible for understanding the execution plan for the project including means and methods of construction proposed. Responsible for understanding the project contract and enforcing the provisions of agreements in collaboration with the City Attorney.
Contract Administration. Prepares or supervises the preparation of inter-local agreements, development agreements, contracts, and other related agreements and contracts required in the process of executing projects. Provides training or policy guidance to contractors, utility companies, and other engineers and design professionals in the preparation of these documents.
Design and Specifications. Manages the delivery of project design plans with high standards of current engineering practice in accordance with the Shawnee Municipal Code. Produces technical design sketches and exhibits independently. Provides current industry expertise to prepare and/or review design specifications and standards in accordance with current applicable codes and requirements.
Field Surveys. Understands the principles of land surveying and has the basic skills necessary to verify inspection and measurement of street, bridge, sidewalks, and other projects with the use of surveying equipment. Coordinates the completion and review of land surveys performed by professional land surveyors. Prepares and/or reviews survey data used for legal documents, specifications, and contract documents.
Right of Way/Easement Acquisition. Coordinates or manages contracts for the acquisition of right-of-ways, easements, and land as necessary for the execution of projects. Supervises or reviews the preparation and review of legal descriptions, easement documents, and other related documentation. Retains land appraisers, acquisition agents, title insurance companies, and other professionals for the purpose of documentation and acquisition.
Technical Assistance. Provides interdepartmental assistance and expertise for plan review, specifications and standards interpretation, engineering solutions, site inspection, cost estimating, and maintenance relating to street infrastructure. Prepares memos, technical papers, and reports.
Service Requests. Provides excellent stakeholder service in response to public inquiries in areas regarding City infrastructure. Communicates frequently with the City Engineer and quickly elevates issues and concerns.
Policies and Procedures. Helps create, review, interpret, enforce, and adheres to City and departmental orders, bulletins, directives, memorandums, policies, or standard operating procedures.
Other Duties. Performs other related duties as assigned.
- Bachelor's degree in Civil Engineering, Construction Engineering, Construction Management or related field from an accredited college or university.
- A minimum of four (4) years experience in design, construction and project management of public infrastructure.
- Possesses registration as a professional engineer in the State of Kansas or will obtain within 6 months of appointment.
- Municipal experience preferred.
Any combination of education and experience that provides the knowledge, skills and abilities to successfully perform the responsibilities listed above may also be considered.Work Schedule: This position generally works eight hour days (8:00 am to 5:00 pm), Monday through Friday (excluding holidays) with a one hour lunch break.
