The City of Torrance is seeking an Assistant Engineer for the Community Development Department's Engineering Division!
The Community Development Department oversees and initiates plans for: economic growth; commercial, industrial, and residential development and re-development; zoning; code enforcement; permitting; and building inspections. The Engineering Division provides plan checking, permitting and inspection services for construction work proposed in the public right of way to ensure high quality public improvements (specifically non-capital improvement related work). The Engineering Division is supported by our GIS team, which provides infrastructure information, aerial imagery, geographic information, and geospatial analysis.
The Assistant Engineer will perform plan check activities of sewer, water, storm drain, temporary traffic control, and street and alley improvement plans. In addition, the Assistant Engineer will review and/or prepare legal descriptions, encroachment agreements, franchise agreements; and assist customers at the permit counter as needed.

Education and Experience
Any combination of education and experience that would have provided the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from a college or university with a Bachelor's degree in civil engineering and one to two years of professional engineering office experience; OR possession of a valid Engineer-in-Training certificate and four years of responsible engineering experience.
(Experience or training in CAD applications for computers is desired.)
License and/or Certificates
Must possess and maintain an appropriate, valid California State driver license.
A valid certificate of registration issued by the California State Board of Registration for Civil and Professional Engineers is desirable.
In addition to the above requirements, the most successful candidate will possess the following:
- A Bachelor's degree in Civil Engineering;
- Knowledge of Microsoft Suite and AutoCAD;
- Familiarity with Accela Permitting software;
- Strong organizational skills and self-motivation;
- Ability to develop and maintain positive working relationships with management, staff, the public, contractors, utility companies, and public agencies; and
- Exceptional communication and interpersonal skills.
